Tiers
Five tiers, costed separately, because the catalog size is the one number that can blow the schedule.
Anomalies are costed by tier rather than individually. The catalog holds forty, and the mix decides the production cost of more than half the project.

Tier A is the cheapest by a wide margin and should be the bulk of the catalog. Tier B often has no model at all: it is lighting, audio and VFX. Tier D is bespoke rig and bespoke animation, so those are rationed hard.
Total: 365 cost, against 254 for everything else in the project.
